港珠澳大桥建设、运输成本降低与大珠三角产业转移研究——一个新经济地理学分析框架

从古典到新古典区位理论再到"新经济地理理论",运输成本成为产业转移区位选择研究的决定性变量。现代交通运输的发展有效降低了运输成本,运输成本又通过改变产业集聚的向心力和离心力进一步影响产业转移的区位选择。通过构建新经济地理学分析框架,深入分析基于运输成本变量的大珠三角产业转移机理,指出港珠澳大桥必将成为发达地区和国家产业转移的重要通道。

债券市场的发展对我国融资体制的市场化进程起着重要的作用。文中分析了债券市场存在的一些问题,同时给出了发展与完善我国债券市场的思路。     

论市场经济条件下行政伦理的趋向性选择

行政管理者伦理素质水平的高低,在很大程度上会决定其在行政管理过程中、特别是行政决策中的能力和水平。不同社会政治经济条件下,行政伦理的趋向性要求会有不同。随着我国政治经济体制从计划经济体制转变到了市场经济体制,行政伦理的要求和衡量标准也会有较大的区别,全面地认识和探讨市场经济条件下行政伦理的趋向性问题,对于我们更自觉的进行行政伦理的建设很有现实意义。     

Estimating switching costs after introducing Fixed-Mobile Convergence in Japan

In this study, based on a conjoint-type survey analysis, the switching cost of several Japanese telecom services are empirically examined simultaneously, contingent on each carrier’s bundling strategies. The results suggest the following conclusions. The hierarchy of switching costs is mobile phone service, fixed phone service, ISP (Internet Service Provider), and broadband access service, in descending order. Even if the government prohibits the formerly state-owned monopoly NTT from forming alliances with other carriers, the legacy NTT group would still command more than half of the market share under FMC if each carrier adopts a pure bundling strategy. If mixed bundling emerges as the primary strategy in the FMC market, the resulting type of competition from the introduction of FMC does not stimulate competitive pricing.     

Special Economic Zones and Accumulation by Dispossession in India

This paper seeks to reconstruct David Harvey's theory of accumulation by dispossession (ABD) through an ethnography of a Special Economic Zone in Rajasthan, India. While Harvey sees ABD as an economic process of over‐accumulated capital finding new outlets, I argue that it is an extra‐economic process of coercive expropriation typically exercised by states to help capitalist overcome barriers to accumulation – in this case, the absence of fully capitalist rural land markets. In India's privately developed SEZs, the accumulation generated by this dispossession – which represents the disaccumulation of the peasantry – occurs through capitalist rentiers who develop rural land for mainly IT companies and luxury real estate, and profit from the appreciation of artificially cheap land acquired by the state. While such development has only minimally and precariously absorbed the labour of dispossessed farmers, it has generated a peculiar agrarian transformation through land speculation that has enlisted fractions of the rural elite into a chain of rentiership, drastically amplified existing class and caste inequalities, undermined food security and, surprisingly, fuelled non‐productive economic activity and pre‐capitalist forms of exploitation.     

房地产经纪服务中“市场失灵”的成因及对策探讨

房地产经纪服务作为存量房市场中买卖双方的桥梁,在房地产市场有序健康发展中发挥着重要的作用。通过分析信息发送、信息甄别以及激励合同的市场机制在房地产经纪服务中失灵的原因,提出了房地产经纪服务行业管理是弥补"市场失灵"的重要手段,并进一步分析了行业管理的必要性及和影响机理;最后针对我国现行行业管理存在的主要问题提出了相应的完善措施。     

A forecast simulation analysis of the next‐generation DVD market based on consumer preference data

Just as standards wars over formats had characterized VCRs upon introduction to the market, the next‐generation DVD standards war between Blu‐Ray and HD‐DVD lasted 6 years before Blu‐Ray won the contest. Beginning with stated preference data drawn from a structured conjoint survey conducted before Blu‐Ray became the de facto standard of the next‐generation DVD format, we estimate consumer preferences on digital video players. A Bayesian mixed‐logit model is used and market share simulations are conducted under various scenarios based on the estimated parameters from Bayesian mixed‐logit model to surmise the future South Korean digital video‐player market. Results indicate that consumers feel that network size and title availability are more important than hardware‐related facets of the product, such as definition and storage capacity. The level of title availability and price of the Blu‐Ray player for Blu‐Ray's dominance over DVD will dramatically vary by the penetration rate of DVD players.     

中国转移支付制度规范过程中的利益分化与整合——新制度经济学视角下对中国转移支付演变的一个解释

中国的分税制自实行以来,在各类转移支付的演化过程中,税收返还制度保持了较好的刚性,一般性转移支付的分配规则较为完善,但执行机制普遍较弱,而专项转移支付的分配规则和执行机制均不完善。分析表明,分配规则和执行机制完善与否是中央、地方政府、主管部委以及相关领导者利益博弈的结果,他们之间不同的利益需求及力量对比可能是中国财政转移支付变迁的动因之一,而坚持推进制度化则是16年来转移支付改革的基本逻辑。

关于建立和完善技术转移激励机制的探讨

技术创新与技术转移对国家发展、社会进步产生着巨大的影响，这已成为世界各国的共识。通过促进技术转移来催化技术创新、发展高技术产业、调整优化产业结构、加速区域经济和科技发展，也正成为我国经济发展的趋势。针对目前广西的技术转移现状，广西生产力促进中心组织开展技术转移情况的调研，根据调研情况，分析并提出了加快制定确立广西技术转移相关政策措施初步建议，以期促进广西经济的发展。
